SSU declares former head of Luhansk oblast occupation prison suspect for torturing Ukrainian PoWs

The Security Service has collected evidence against yet another collaborator from the temporarily occupied Luhansk region who tortured Ukrainian prisoners of war.

As the investigation established, the perpetrator is an employee of ‘penal colony No. 4 of luhansk people’s republic’. From October 2022 to January 2024, he headed this occupation facility.

During the aforementioned period, while holding a management ‘position’, the collaborator not only ordered subordinates to torture captured Ukrainian servicemen but also personally tortured the victims.

The perpetrator regularly beat the prisoners with his hands, feet, a PR-73 rubber baton, and a carpenter’s hammer.

In addition, during the torture, he sometimes used a stun gun.

Such actions grossly violate the provisions of Articles 4, 13, 14, 15, and 130 of the Convention relative to the Treatment of Prisoners of War of August 12, 1949.

Based on the evidence collected, Security Service investigators notified the individual of suspicion in absentia under Article 438.1 of the CCU (war crimes).

Efforts to bring him to justice for the torture of captured Ukrainian defenders are underway.

The investigation was carried out jointly with the SSU Office in Donetsk and Luhansk regions under the procedural supervision of the Prosecutor General’s Office.
