SSU declares official of Luhansk region occupation prison suspect for torturing Ukrainian prisoners

The Security Service of Ukraine has collected evidence against Oleksandr Shkorupat, who is an inspector at ‘penal colony No. 4 of the federal penitentiary service of the luhansk people’s republic (LNR) of russia’, located in the temporarily occupied town of Sukhodilsk in Luhansk region.

The investigation has revealed that the suspect is involved in multiple instances of torture of Ukrainian prisoners of war.

The perpetrator is a Sorokine (formerly Krasnodon) resident who joined the russian armed groupings after the town was captured.

The ruscists then appointed him to the ‘administration’ of the occupation prison, where captured Ukrainian soldiers and members of the resistance movement were being held.

It has been established that, between 2022 and 2025, Shkorupat regularly participated in torturing the prisoners.

During prison transfers, roll calls, searches and forced labour at the prison complex, he beat prisoners with his hands and feet, as well as with rubber truncheons and wooden sticks.

The victims were subsequently deliberately denied medical care and left without food or water for extended periods.

These actions constitute a gross violation of the 1949 Geneva Convention relative to the Treatment of Prisoners of War, which categorically prohibits any unlawful act or omission by the detaining power that endangers the life or health of prisoners of war.

Based on the evidence, Security Service investigators have notified Shkorupat in absentia that he is suspected of committing an offence under Article 438.1 of the CCU (cruel treatment of prisoners of war).

As he is evading justice in the temporarily occupied part of Ukraine’s territory, efforts to apprehend and prosecute him are ongoing.

The investigation is being carried out by the SSU Main Investigation Directorate in cooperation with the SSU Office in Donetsk and Luhansk regions under the procedural supervision of the Prosecutor General’s Office.
