SSU declares ruscists suspects in absentia: they commanded Kalibr missile strike on Zakarpattia in August 2025
The Security Service of Ukraine has collected evidence against four members of the command structure of the russian armed groupings who organised an airstrike on a civilian enterprise in Mukachevo, Zakarpattia, on 21 August 2025.
The investigation revealed that the ruscists had fired two subsonic Kalibr cruise missiles at the company’s buildings from the frigate Admiral Makarov in the Black Sea.
As a result of the attack, 25 residents were injured, some severely. The office, warehouse and production facilities of the civilian site were also damaged.
It has now been established that the russian attack on civilian infrastructure was planned and prepared by:
- admiral Sergei Pinchuk, commander of the Black sea fleet of the russian navy;
- vice-admiral Arkady Romanov, chief of staff and first deputy commander of the Black sea fleet of the russian navy;
- rear admiral Vladimir Kuzmin, who was commander of the 30th surface ship division of the Black sea fleet of the russian navy at the time;
- captain 1st rank Mykhail Titov, chief of staff and deputy commander of the 30th surface ship division of the Black sea fleet of the russian navy.
SSU investigators have notified them in absentia of their status as suspects under Articles 438.1 and 438.2 of the CCU (violations of the laws and customs of war, committed by a group through prior conspiracy).
The efforts to bring russian war criminals to justice are ongoing.
The investigation was conducted by the SSU Office in Zakarpattia region under the procedural supervision of the regional Prosecutor’s Office.
