SSU declares ruscists suspects in absentia for commanding Iskander strike on Mykolaiv Region Council in 2022

The Security Service of Ukraine has collected evidence against two commanders of russian armed groupings who organised the air strike on the Mykolaiv Regional Council building on 29 March 2022.

At that time, 36 people were killed as a result of the enemy attack. A further 38 sustained injuries of varying severity.

In addition, the explosion damaged nearby apartment blocks, a children’s art centre, commercial premises and civilians’ cars.

As the investigation revealed, the following enemy officials were involved in planning and preparing the strike:

  • lieutenant general Nikolai Zusko – commander of the 58th combined arms army of the southern military district of russia;
  • colonel Nikolai Goraychuk – at that time acting commander of the 12th missile brigade of the 58th combined arms army of russia’s Southern military district.

To carry out the air strike, the enemy used a surface-to-surface cruise missile from the Iskander operational-tactical missile system based in the temporarily occupied Crimea.

On the basis of the evidence, SSU investigators notified Zuska and Goraychuk in absentia of suspicion under Articles 28.2 and 438.2 of the CCU (violation of laws and customs of war resulting in the death of people, committed by a group, upon prior conspiracy).

Efforts are ongoing to bring the war criminals to justice.

The investigation was carried out by the SSU Office in the Mykolaiv region and the National Police under the procedural supervision of the Mykolaiv Regional Prosecutor’s Office.

In February 2025, Security Service investigators served a notice of suspicion in absentia on russian army General Alexander Dvornikov – the former commander of the Southern military district of the russian armed forces, who gave the order to carry out the missile strike on the administrative building of the Mykolaiv Regional Council.
