SSU declares russian admiral suspect for ordering Kalibr missile strike on Prydniprovska Thermal Power Plant in 2022
The Security Service of Ukraine has collected evidence against russian rear admiral Vladimir Kuzmin – former commander of the 30th division of surface ships of the russian Black Sea fleet.
As the investigation established, in October 2022, he organised a precision airstrike on the Prydniprovska Thermal Power Plant in the Dnipropetrovsk region.
While serving as the commander of the unit, captain 1st rank Kuzmin ordered the attack on the power facility using sea-based Kalibr-NK cruise missiles.
According to the investigation, the ruscists attacked the Ukrainian TPP from the russian frigate Admiral Makarov, which was in the Black Sea.
The goal of the strike was to cut off power to most of Dnipro, primarily residential areas, schools, hospitals, and other social infrastructure in the frontline city.
Shortly after the shelling of the civilian power facility, the kremlin rewarded Kuzmin with a promotion to rear admiral.
Based on the evidence collected, SSU investigators notified him in absentia of suspicion of committing war crimes (Article 438.1 of the CCU).
Efforts to bring the culprit to justice are ongoing.
The investigation was conducted jointly with the cyber unit of the SSU Lviv Office under the procedural supervision of the Prosecutor General’s Office.
