SSU serves notice of suspicion in absentia to russian general who ordered to strike Mykolaiv Region Council with Iskander missile

The SSU has collected evidence of war crimes committed by russian army general Aleksander Dvornikov, former commander of the Southern military district of the russian armed forces.

On 29 March 2022, on his order the occupiers launched a missile attack on the administrative building of Mykolaiv Region Council.

To carry out the air raid, the enemy used a surface-to-surface cruise missile.

It was launched from an Iskander tactical missile system based in the temporarily occupied territory of the Autonomous Republic of Crimea.

As a result, 36 people died as a result of the aggressor’s strike. Another 38 sustained injuries of varying severity.

The explosion damaged nearby apartment buildings, a children’s art center, commercial facilities and civilian cars.

Based on the evidence, SSU investigators served Dvornikov a notice of suspicion in absentia under Articles 28.2, 438.2 of the CCU (violation of laws and customs of war that caused the death of people, committed by a group, upon prior conspiracy).

Efforts to bring the enemy general to justice for crimes against Ukraine are underway.

The investigation was carried out by the SSU Office in Mykolaiv region jointly with the National Police under the procedural supervision of Mykolaiv Region Prosecutor’s Office.
