SSU charges russian generals in absentia for missile strike on downtown Sumy in 2025

The Security Service has collected evidence against members of the russian army’s high command who planned and ordered the strike on Sumy’s civilian infrastructure on 3 June 2025.

At the time, the ruscists attacked the centre of the frontline city with BM-21 Grad multiple rocket launchers. To increase the damage, the enemy used high-explosive fragmentation munitions.

As a result of the shelling, more than 30 local residents were killed or seriously wounded, including three children.

Apartment buildings, a medical facility and other civilian structures in the regional centre suffered damage.

The investigation established that the following officials made the decision to strike Sumy and organised its execution:

  • colonel general Alexander Lapin – commander of the North group of forces, who was commander of russia’s Leningrad military district at the time;
  • major general Sergei Ryumshin – acting chief of staff and first deputy commander of the North group of forces.
  • lieutenant general Alexander Kravtsov – commander of the Kursk group of forces;
  • colonel Vitaliy Kulhavyuk – chief of staff and deputy commander of the Kursk group of forces.

Based on the evidence, Security Service investigators notified all four suspects in absentia of their status as suspects under Article 438.1, 438.2 of the CCU (war crimes resulting in the death of people).

In November 2025, SSU investigators notified the four commanders of the 30th motorised rifle regiment of the 72nd motorised rifle division of the Leningrad military district, who were specifically responsible for the strike on the civilian infrastructure in Sumy, of their status as suspects.

The investigation was carried out by the SSU Sumy Office under the procedural supervision of the regional Prosecutor’s Office.
