SSU detains FSB agent plotting assassination attempt against Federation of Employers of Ukraine chief

The SSU Counterintelligence has thwarted yet another attempt by ruscists to carry out a terrorist attack in Kyiv. As a result of pre-emptive actions, an FSB agent who was planning an assassination attempt on one of the chiefs of the Federation of Employers of Ukraine has been detained.

The investigation revealed that the perpetrator planned to blow up the man near his home using an improvised remote-controlled bomb.

The explosion was to occur in the morning as the official left his high-rise apartment building to go to work.

The SSU prevented the attack and detained the agent after he conducted a reconnaissance mission at the site of the planned attack.

According to the investigation, the agent preparing the attack is a resident of the temporarily occupied territory of Donetsk region. In the fall of 2025, he was recruited by russia’s federal security service employee whose unit specialises in sabotage and terrorist attacks on Ukrainian territory. The identity of this handler has been established.

Subsequently, on russia’s instructions, the asset arrived in Kyiv to prepare the attack.

After settling into a rented apartment, he began tracking the official’s locations and travel routes.

To maintain secrecy during external surveillance, the agent regularly changed his appearance and clothing. He coordinated the entire process of preparing the assassination attempt with his FSB handler via an anonymous chat in a messaging app.

A smartphone containing evidence of collaboration with russia was seized from the detainee during the search.

SSU investigators notified the detainee of suspicion under two Articles of the CCU:

  • 111.2 (high treason, committed under martial law);
  • 15.2, 258.2 (completed attempt at a terrorist attack).

The suspect is in custody and faces life imprisonment with confiscation of property.

The agent’s handler has also been declared suspect. His actions have been classified as a completed attempt to commit a terrorist act. Efforts to bring him to justice are underway.
