SSU detains organizers of Petropavlivska Borshchahivka riots and notifies them of suspicion
The SSU has detained and notified of suspicion three organizers of riots that took place in the village of Petropavlivska Borshchahivka, Kyiv region, on 2 November 2026.
According to the investigation, one of the detainees is a Kyiv region resident who provoked clashes near a temporary deployment point of the National Guard of Ukraine (NGU) for financial reward.
It has been established that on 30 October 2026, she received an order from another Kyiv region resident to smuggle an NGU serviceman out of the unit's deployment location under the guise of providing emergency medical care.
To stage the transport to a hospital, the suspect posed as a paramedic and used a private vehicle unrelated to any Ukrainian healthcare facility.
In addition, she involved an acquaintance who agreed, for financial reward, to pose as a second paramedic during the transport.
Prior to the riots, SSU officers documented this man carrying out reconnaissance near the NGU deployment location where the clashes later occurred.
Moreover, while near the National Guard unit on 2 November 2026, the fake medical worker began spreading manipulative social media posts to trigger a public reaction and incite riots, resulting in clashes that obstructed the lawful activities of the Defense Forces.
A search of the suspect’s mobile phone revealed correspondence with third parties discussing scenarios for unauthorized protests against Ukrainian defenders.
Law enforcement also detained an active participant in the clashes who had called for blocking and damaging a National Guard bus.
Based on the evidence collected, SSU investigators notified the mastermind of the provocations and her two accomplices of suspicion under two articles of the CCU:
- 114-1.1 (Obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period);
- 114-2.2 (Unauthorized dissemination of information regarding the movement, transfer, or deployment of the Armed Forces of Ukraine or other military formations created in accordance with Ukrainian law, committed under martial law).
SSU investigators have filed motions with the court seeking pretrial detention for the suspects.
The investigation is ongoing to serve a notice of suspicion to the active participant in the riots and bring all other involved individuals to justice.
The suspects face up to 8 years in prison.
The operation was carried out under the procedural supervision of the Kyiv Region Prosecutor's Office.
