SSU exposed new evidence of Russian institutional presence on the occupied territory of Donetsk region. The education and science reform of the so-called DNR is going up to the standards of Russia. The issued by the so-called DNR graduate degrees have already been recognized by Russian authority. An officer of the state security of Russia is serving the post of the Minister of the Department of Education of the so-called DNR.

The received facts which would be used as evidence in the criminal proceedings are the result of systematic activity of the SSU.  

SSU documented that in 2016 the so-called DNR adopted conception of education and science reforming for 2016-2021. Its main aim is to comply education system with Russian one.

In spite of the active phase of the pseudo-reform during 2020-2021, the illegal integration into Russia as a part of its territory has started since 2017 and according to the order 74 issued by Russian President Putin, Russia has started to recognize graduate degrees of the so-called DNR.

Allegedly, the so-called DNR tries to put graduate degrees into the Unified State Register of Russia.

Besides, during 2019-2020 graduates of educational institutions of the so-called DNR accredited by Russia got more than 2,500 state-recognized Russian degrees and since 2014 more than 8 thousand.  

The Russian policy on issuance of official documents to organizations, government departments and institutions has given a clear indication to Russia`s control over Donetsk and Luhansk regions, its governing and building up military presence under the guise of the so-called DNR and LNR.

The Russian officials sign official documents concerning the state policy on occupied territories of Ukraine. The Foreign Minister of Russia Serhii Lavrov in one of its documents ordered to open centers for a unified state exam at municipal entities of the so-called DNR and satisfied a motion of the State Duma MP`s Hennadii Onyshchenko. [T.E. a first deputy of the head of the committee on education and science and legal support of defense industry].

Mr. Onyshchenko took visits to temporarily occupied territories of Ukraine on a regular basis. In 2020 and 2021, he awarded graduate degrees recognized by Russia in Donetsk. In 2021 he was awarded a Hero of Labour of the so-called DNR by the leader of the militants Denys Pushylin.

The aforesaid activity of State Duma MP on the temporary occupied territory of Ukraine was carried out without the consent of Ukraine as well as his movement and safety were provided by the so-called DNR militants.

SSU documented that Mykhailo Kushakov serving the post of Minister of the Department of Education of the so-called DNR has a Russian passport and being as a reservist lieutenant colonel of the state security of Russia. In 2002 he was deployed to the so-called Transnistria, where he was responsible for education. In 2015 he became the Deputy Minister, since 2019 – the Minister of Education of the so-called DNR.

The information that the leadership of the so-called DNR is looking forward to agreeing from Russia on providing administrative government, standardization and certification of bodies and government departments of the so-called DNR up to the standards of Russia and further federalization of the temporary occupied territory of Donetsk region is being checked.

The issue of serving a suspicion notice is being settled.
