The SBU exposed a large-scale embezzlement of budget funds allocated for reconstruction of the cardiovacsular center of Zaporizzhia regional council.

Allegedly, the scheme was organized by the director of a communal institution and a construction company. The company had close ties with several deputies of the regional council.

In the fall of 2018, a contract for UAH 26 million (USD 930,000) was concluded with the firm. Under the terms of the contract, the company was to repair the roof, insulate the building and reconstruct the utilities. At the same time, it was established that the perpetrators used uncertified construction materials. Part of the work was not carried out at all. Instead of this, they entered false data on the quality and prices of goods and services into the acts of performed work .

Under this scheme, the perpetrators embezzled more than UAH 5 million (USD 175,000). Currently, the center's premises are in unsatisfactory condition and need to be reconstructed.

The law enforcement officers conducted 4 searches in the office of the construction company and in the offenders’ residences. Financial documents with the evidence of illegal activity were seized.

Criminal proceedings are carried out upon the fact of misappropriation, embezzlement or conversion of property by malversation.

The investigation is ongoing.

The issue of bringing to justice other officials involved in the scheme is being resolved.
