SSU exposes over 100 groups faking international COVID certificates in 2021

The SSU continues to take steps to counter systemic threats in the healthcare system. During this year, the Service dismantled over 100 groups that counterfeited COVID vaccination and PCR test result certificates.

The SSU efforts in this area have led to notifying suspicion to over 40 organizers of COVID fraud schemes. This number includes foreign citizens involved in sale of negative PCR test result certificates.

According to pre-trial investigations, dealers created networks in different regions of Ukraine to receive illegal monthly ‘profit’ of dozens of millions of UAH.

The SSU also established facts of entering false data into electronic medical registers. Special operations in Kyiv, Lviv and Rivne regions resulted in dismantling of three extensive networks selling fake medical documents.

The networks manufactured fake vaccination and PCR test result certificates. They also counterfeited COVID documents supposedly issued by foreign medical institutions.

The fraudsters searched for ‘clients’ in specially created Internet platforms, as well as through their connections in medical institutions and travel agencies.

In Chernihiv:

The SSU exposed another scheme of faking international vaccination certificates. Every month, the offenders sold fakes to over 500 individuals planning to go abroad.

In Kharkiv and Ivano-Frankivsk:

The SSU disrupted criminal schemes organized by owners of several local travel companies. As addition to international travel documents, they offered fake certificates with negative PCR test results.

Investigations are underway to establish and bring to justice all those involved in the exposed illegal activity.

The SSU conducted these operations together with the National Police investigators under the supervision of the prosecutor’s offices.
