Following SSU investigation, Khmelnytskyi City Council official sentenced to 15 years in prison for working for FSB
Based on the evidence collected by the SSU Counterintelligence and investigators, an FSB agent, exposed in Khmelnytskyi in June 2024, has been sentenced to 15 years in prison and confiscation of property. He turned out to be the head of one of the city council’s departments, who was working for the russian intelligence services.
As the investigation revealed, the official was gathering information for the enemy about the stationing of Ukrainian defenders in the western region.
The aggressor state was interested in data on the Special Operations Forces and Air Defence Forces of the AFU, as well as Security Service personnel.
To carry out russia’s task, the traitor used his access to the city council’s databases.
The agent compiled the collected personal data of Ukrainian soldiers into a ‘report’ in the form of lists by name, including addresses and phone numbers of potential ‘targets’.
The ruscists planned to use this information to prepare information operations, sabotage, and terrorist attacks against the Ukrainian Armed Forces.
In addition, the perpetrator independently attempted to identify the locations of mobile air defence fire groups and Ukrainian drone manufacturing facilities.
The SSU caught him ‘red-handed’ as he attempted to transmit intelligence directly to the FSB from his office.
According to the investigation, the enemy accomplice graduated from the Bauman moscow state technical university in the 1990s. Later, during trips to russia for alumni reunions, he came to the attention of russian intelligence.
After the start of full-scale war, an FSB operative contacted him and recruited the official.
During the search, a smartphone, which he had used to contact his handler, was seized.
The court found the accused guilty under Article 111.2 of the CCU (high treason, committed under martial law).
The investigation was carried out by the SSU Office in Khmelnytskyi region under the procedural supervision of the regional Prosecutor’s Office.
