Following SSU investigations, 64 officials of Medical and Social Expert Commissions receive notices of suspicion; over 4,000 disability certificates canceled – Vasyl Maliuk
The SSU, in cooperation with the law enforcement agencies, systematically exposes large-scale corruption in the medical and social expert commissions. In 2024, based on the SSU’s investigations, 64 officials of these institutions have been notified of suspicion of committing crimes, and another 9 officials have already been convicted. 4,106 disability certificates, issued based on fictitious documents, have been canceled at the SSU’s initiative.
This was stated by the Head of the Security Service of Ukraine Vasyl Maliuk after the NSDC meeting.
‘The Security Service systemically counteracts to threats to state security, including those affecting Ukraine’s defense capability. Among other things, the Service is acting on the facts of abuse in the MSECs system, which have an extremely negative impact on mobilization processes. We already have results and will continue to fight against such shameful phenomena as rigorously as possible,’ Vasyl Maliuk emphasized.
As a result of these efforts, the SSU also dismantled 8 organized criminal groups that included officials of MSECs in several regions of Ukraine.
For example, in Kharkiv region:
An organized criminal group of 13 members – officials of the regional medical and social expert commission – was neutralized. During the searches, USD 650,000 was seized from the suspects.
The perpetrators sold fake medical certificates to draft evaders, which they used to deregister from the military for health reasons.
In Rivne region:
Another 29 representatives of local MSECs and medical advisory commissions were exposed for helping men liable for military service evade mobilization.
For money, they drew up fictitious medical histories for their ‘clients’ and assigned disability groups.
In this way, the officials ‘made’ over USD 350,000.
In Mykolaiv:
The head of the regional MSEC has been exposed. The investigators found USD 450,000, a collection of gold items and three undeclared apartments in Odesa.
To conceal this wealth, the official registered most of the property to her son, a medical student with a russian passport.
In Zakarpattia region:
The head of the regional medical and social expert commission and three of his accomplices were issuing disability certificates to draft evaders for various amounts of bribes to remove them from military registration.
The SSU shut down the scheme and is checking the involvement of the commission’s head in the crime.
In addition, the Service is checking the receipt of disability certificates by individual officials: today these checks cover almost 2,400 persons.
‘I would like to stress that the Security Service is closely cooperating with the Ministry of Health, the National Police and the State Bureau of Investigation in countering such illegal activities in the MSECs. We are working together to eradicate any manifestations of corruption in the system of medical and social expert commissions,’ added Vasyl Maliuk.
