Following SSU’s investigation, assets worth UAH 15 bln transferred to be managed by state
Following an investigation by the SSU, seized assets worth about UAH 15 bln (USD 370 mln) have been transferred to the National Agency of Ukraine for Detection, Tracing and Management of Assets Obtained from Corruption and Other Crimes (ARMA) this week.
These assets include:
- 80 property complexes (health resorts, sports facilities etc.) in various regions with an estimated value of UAH 7 bln (USD 173 mln), which had been unlawfully withdrawn from state ownership and transferred to the balance of trade unions of Ukraine;
- the assets of 19 Ukrainian companies that were controlled by the russian corporations Rostech, Rosneft, Gazprom, RusAl, Rosatom, GMS Group, Tatneft and Russian banks worth over UAH 7.75 bln (USD 191 mln), as well as thousands of items of immovable and movable property secured by them worth hundreds of millions of hryvnias.
Assets with russian beneficiaries were seized as part of criminal proceedings on preparation, planning and waging by russia of an aggressive war against Ukraine.
As for the property that was on the balance sheet of Ukrainian Trade Unions Federation, according to the SSU’s Cyber Department, from 1992 to present officials of the Federation illegally alienated 80 health resorts, sports and other state complexes. This was carried out by understating market value of the facilities and paying the minimum official payment by the buyer without agreement with the State Property Fund.
Such schemes caused huge losses to the state.
At the SSU’s initiative, the following property was transferred to ARMA:
- hotels Tourist and Druzhba in Kyiv;
- health resorts Zhovten in Koncha-Zaspa, Kuyalnik in Odesa, Morshinskyi in Lviv region and Polyana in Transcarpathia;
- sports complexes, in particular the building of Kyiv Sport Club.
A pre-trial investigation is underway to establish all the circumstances of the offences and bring the involved to justice.
ARMA will be able to manage the specified assets to obtain profit for the state, until they are fully seized in favor of Ukraine in accordance with the Law of Ukraine On Basic Principles of Forced Seizure in Ukraine of Objects of Property Rights of russian federation and its Residents.
The SSU Cyber Security Department, the SSU Department of Counterintelligence Protection of Critical Infrastructure have been working on the case together with the State Bureau of Investigation, the National Police under the procedural supervision of the Prosecutor General’s Office.
