The procedure for organising travelling shows with the participation of citizens of the aggressor country

The procedure was developed in accordance with the Law On Amendments to the Law of Ukraine ‘On travelling shows in Ukraine’ on the peculiarities of the organisa-tion and conduct of travelling shows with the participation of citizens of the aggres-sor state.

When preparing a request to the SSU to obtain information about the presence or absence of legal grounds for not allowing a citizen of the aggressor country to par-ticipate in the tour, it is mandatory to fill in information about:

  • The organiser of the travelling show (name, USREOU code, name of the head);
  • Date, time, venue (city, address) and name of the tour;
  • Name, date of birth, stage name of the citizen(s) of the aggressor country who are planning to participate in the tour, their affiliation to creative teams and other in-formation that characterises their creative activity.

Excerpt from the Law of Ukraine On Travelling Shows in Ukraine (as amended):

Thus, in accordance with Article 4 of this Law, if the participant of the planned tour is a citizen of the aggressor country, the organiser no later than 30 days before the tour submits to the SSU a request for information on the presence or absence of le-gal grounds to prevent a citizen of the aggressor country from participating in the specified tour.

The organiser must provide the SSU with reliable information about the participant's own name and surname specified in his document for entry into the territory of Ukraine, as well as the use of pseudonyms, belonging to creative teams, other in-formation that characterises the creative activity.

Within 10 days of receiving the request, the SSU shall consider and provide the or-ganiser of the tour with a response on the presence or absence of legal grounds for not allowing a citizen of the aggressor country to participate in the tour.

After receiving a response from the SSU on the absence of legal grounds for not al-lowing a citizen of the aggressor country to participate in the tour, the organiser en-ters into an agreement with the touring party.

When concluding the contract, the organiser must take into account that the legal grounds for not allowing a citizen of the aggressor country to participate in this tour may appear after the Security Service of Ukraine responds to the request.

Article 10 provides for liability for violation of this Law.

Persons who have violated the requirements of this Law shall be liable in accordance with applicable law.

The organiser of a tour event who has violated the requirements of Articles 3 and 31 of this Law shall bear administrative and economic liability in the form of a fine in the amount of fifty to one hundred minimum wages.

The procedure for imposing fines for violation of Articles 3 and 31 of this Law shall be approved by the central executive body, which ensures the formation of state policy in the field of culture and arts and must meet the requirements of the Com-mercial Code of Ukraine and the Law of Ukraine On Basic Principles of State Supervi-sion activities.
