Development Strategy of the Security Service of Ukraine for 2025-2030

The Security Service of Ukraine has adopted a Development Strategy for 2025-2030 aimed at institutional development, modernization, and transformation of the Service into a single national counterintelligence agency capable of promptly and effectively countering external and internal threats to state security.

The document takes into account over 30 years of the Security Service’s experience, including the experience gained during 10 years of fighting against russia’s hybrid and armed aggression against Ukraine, revolutionary changes in military and information technologies, transformation of Ukrainian legislation, provisions of international security treaties, changes in the global security environment, and measures implemented by Ukraine within the framework of European integration.

The activities of the Security Service of Ukraine will focus on counterintelligence; performing special and combat tasks; protecting national statehood; combating terrorism and its financing; counterintelligence support for the state’s information and cyber security; counterintelligence support for critical infrastructure and supply chains, defense, scientific and technical potential; state secrets protection; information and analytical work; investigating crimes within the SSU’s remit.

Achieving the key goals and objectives set out in the Strategy requires the introduction of modern approaches to human resources management and professional training, risk-oriented methods of responding to threats, the latest technological solutions in operational and combat activities, including weapons development and introduction of military innovations, the improvement of the information and analytical component, the improvement of resource provision, digital transformation, and the expansion of international cooperation.

The foundations for the Strategy’s implementation are people, processes, innovation, and partnerships.
