SBU blocks forging of PCR test results and vaccination certificates

In Kyiv, the SBU exposed a large-scale forgery scheme of vaccination certificates and PCR test results. Since the beginning of the year, the perpetrators have issued more than 10,000 forged documents and earned about UAH 5 m (USD 186 400).

The businessman from Kyiv, who had been previously prosecuted for the document forgery, organized the medical certificates forgery scheme.

He organized an underground laboratory at his own apartment in the Shevchenkivskyi District of Kyiv. He looked for the clients with the help of the capital’s travel agencies, where his relatives worked.

Allegedly, the perpetrators offered tourists to obtain the travel certificates without visiting the laboratory, doing tests or getting vaccinated. It was possible to buy two certificates at once: to go abroad and to return home. The coast of one was UAH 500 (USD 19).

Since the beginning of the year, the perpetrators have produced almost 10,000 forged documents.

During the searches at the place of residents of the organizer, law enforcement officers seized:

  • forged certificates of PCR test results and vaccination;
  • forged seals of medical institutions;
  • computer equipment with the evidence of the illegal activity;
  • bank cards used for the settlements with customers

The operation is ongoing to bring to justice all the individuals involved in the illegal activities.

The operation was carried out by the SBU Main Directorate in Kyiv city and Kyiv region jointly with the investigators of the Main Department of the National Police of Ukraine in Dnipropetrovsk region under the supervision of Prosecutor's Office of Kyiv City.
